The United States Space Force (USSF), Delta 1/537th Training Squadron at Peterson Space Force Base is searching for a Technical Director (NH-0343-04, GS-14/15 Equivalent). Description: To serve as the Technical Director on behalf of Delta 1 for all things Officer Initial Skills Training and is empowered with working up echelon to STARCOM and other Field Command staff as appropriate to manage the technological investment and direction required for the 537 TRS to accomplish the mission. Is senior advisor to the Commander and provides management oversight of all civil service matters. Assists the Commander with unit leadership, management, training operations & support activities. The incumbent serves as the principal civilian advisor to the Commander and exercises authority delegated by the Commander. The incumbent does not possess independent command authority. All policy decisions, command actions, disciplinary determinations beyond minor measures, and external command positions are reserved to or approved by the Commander. The incumbent's recommendations are advisory to the Commander, who retains final decision authority. Provides senior level guidance on strategic planning and direction of space education and training goals. Creates, implements, and monitors course development policies and procedures and evaluates the effectiveness of the instructors and methods of presentation to achieve the optimum success of the 537 TRS mission. The ideal candidate has expert knowledge of USSF, and USSPACECOM functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialized work performed in the subordinate organizations. Expert knowledge and experience in joint planning, mastery of warfighting space capabilities and operational background with expert skills needed to integrate into current course curriculum. In addition, can gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Required Knowledge, Skills & Abilities: 1. Expert knowledge of USSF, and USSPACECOM functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialized work performed in the subordinate organizations. 2. Extensive knowledge of the missions, roles, functions, organizational structures, and operation of the DoW, USSF, USSPACECOM, and organizations that govern, interface with, and/or influence the scientific and technology acquisition process. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues. 4. Professional knowledge of the Instructional System Development (ISD) techniques to analyze, design, develop, implement, and evaluate AF/USSF training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, validate training materials, and evaluate training effectiveness and efficiency. 5. Expert knowledge and experience in joint planning, mastery of warfighting space capabilities and operational background with expert skills needed to integrate into current course curriculum. In addition, can gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintains good working relations. 7. Knowledge of safety, security, personnel management, and Equal Employment Opportunity regulations, practices, and procedures. In addition, possesses knowledge of civilian personnel management to work issues with the agency human resources organizations and union(s) and develop the civilian workforce by mentoring employees.
