Overview

This position is located in the Air Traffic Organization (ATO), Mission Support Services, International Office, Americas, and the International Civil Aviation Organization (ICAO). The ATO International office is responsible for providing effective, consistent, and well-coordinated leadership and strategic direction for the ATO to achieve its global goals of air traffic management harmonization, standardization, advocacy, and technical and operational support.

Major Duties

Duties at the I band: The Management and Program Analyst performs multiple, varying, and complex assignments under minimal direction from a project/program manager, team leader, or more experienced analyst. Acts as a contributing specialist or project manager for initiatives by analyzing and evaluating the effectiveness of program operations and policies to meet established goals and objectives. Applies experience and comprehensive knowledge of qualitative and quantitative methods, techniques and concepts to assess programs, recommend solutions to problems, and plan and conduct functional activities for projects and programs. Conducts research and studies to identify opportunities to improve work operations, analyzing causes of complex problems, organizing data, and recommending solutions. Reviews and analyzes new and proposed policies and determines impact on program operations and management and ensures data integrity. Develops and recommends improvements to systems and processes to enhance operational efficiency and ensure data integrity. Utilizes automated programs and software such as Microsoft Project and Office applications including PowerPoint, Excel, Outlook and Word to prepare documents, reports and information for management. Maintains enterprise level Knowledge Sharing Networks (KSN) and Microsoft SharePoint sites. Compiles and provides analytical data to assist other professions in creating and maintaining electronic databases of project and program information and data supporting numerous diverse programs and datasets. Recommends approaches for current and anticipated problems and issues involving business processes rules, processes and procedures. Works with management and/or more experienced professionals to solve problems. Duties at the J Band: The management and program analyst serves as analyst and advisor to management on the evaluation of the effectiveness of government programs and operations, or the productivity and efficiency of the management of Federal agencies, or both. This position requires experience and expert knowledge of the substantive nature of agency programs and activities: agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. He/she is responsible for the analysis, evaluation, and coordination of ATO international collaboration in operational, strategic, and technical forums as needed. This activity includes event coordination, the development of meeting materials, coordination of FAA position papers, preparation of delegations including the development of executive travel packages and the development and distribution of meeting minutes and actions. As needed, facilitates the interaction between the Office of International Affairs (API) and the office of the General Counsel (AGC) with ATO offices engaged in international activities, including the development and execution of bilateral and multilateral agreements. Additional responsibilities include internal and external communication and execution of international program and policies for the ATO as well as the provision of international guidance, expertise and logical support to diverse service and business units within the ATO, to improve processes. He/she is recognized as a subject-matter expert in ATO International policies and programs and provides leaders hip for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and techniques or as a team leader to define and direct challenging projects/ programs/activities.

Qualifications

To qualify for this position at the I band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-11 level. This experience is typically related to the line of work of the position to be filled, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE is defined as: Experience using automated programs and software to gather analytical data to support the preparation of documents, reports, and information for management. Experience providing logistical and administrative support functions. To qualify for this position at the J band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-12/13 level. This experience is typically related to the line of work of the position to be filled, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE is defined as: Experience conducting studies of organizations' aviation policy and procedures. Experience identifying and analyzing issues related to international operations and recommending solutions. You should include relevant examples of the specialized experience in your work history. In accordance with HRPM EMP 1.29/1.29a, this position MAY be a Career Enhancement Program/Career Progression assignment. The selectee(s) may be eligible for pay retention. Career Diversity is not enhanced when an employee is assigned to a staff or supervisory position in which they previously held on a permanent basis. CEP/CP selectees will be required to certify eligibility. Pay retention is not guaranteed.
