Overview

Serves an Administrative Officer in a Flight Standards Functional Area. Incumbent is responsible for performing multiple and varying assignments under the general direction of the manager. May work as a team member on various projects. Responsible for providing or obtaining a variety of management services essential to the direction and operation of the organization.

Major Duties

Serves as the Administrative Officer in a Flight Standards functional area. Performs multiply and varying assignments under the limited direction of the manager. Acts as an individual contributor and/or may serve as a team leader on various projects. Applies experience and advanced knowledge and understanding of management principles. practices, methods, and techniques, and skill in integrating management services with the general management of the organization. Provides and/or obtains a variety of management services essential to the direction and operation of the organization. Demonstrates considerable independence in planning time and assists others to plan and use assigned resources to complete tasks. Provides, secures, or negotiates for the resources or services needed to manage the office of the assigned organization. The work involves direct assistance to the supervisor who has the primary responsibility for the direction of the organization established to accomplish the mission. As the office Administrative Professional: Tracks and analyzes data to ensure compliance with policies and procedures. Responsible for coordinating and performing multiple and varying assignments under the general direction of the manager. May work as a team member on various projects. Responsible for planning time and assisting others to plan and use assigned resources to complete tasks. Responsible for coordinating and accomplishing all administrative tasks in a wide range of administrative and analytical duties. Evaluates and monitors office expenditures and makes sound changes based on trends and analysis, merit and deficiency situations, and known or anticipated program changes. Performs immediate and long range planning and control for organizational services independently anticipating program changes, etc. Coordinates with Human Resources for advice on advisory services as they relate to organizational related functions including pay and leave. and benefits. Reviews travel associated matters and manages the training program including initial and recurring. Responsible for managing the office logistics program including personal property, supplies and services, and acquisition activities, awards, OSHA. security, and vehicle management. Procures office supplies and equipment and closely monitors expenditures and reviews purchase card statements for accuracy. Work activities may be critical to the success of projects for one or more organizational entities within the office demographic and functional area. Recommends improvements to systems and processes. Identifies, analyzes and recommends solutions to recurring problems and offers recommendations for improvements. Interprets guidelines and provides management with advice and counsel on the operation of assigned programs and interrelationships of such programs. Work is reviewed periodically, typically at major milestones and at completion for policy compliance and alignment with other work activity. Performs additional duties as they are assigned.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-F (FG/GS 5/7/9) in the Federal Service for the FV-G band. Specialized experience must demonstrate experience applying management principles, methods, and techniques to solve the problems of the organization. Experience with the general management of an organization. Experience developing and securing for the fiscal and business resources and services needed to manage and operate an organization. To qualify for this position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-G (FG/GS 10/11) in the Federal Service for the FV-H band. Specialized experience must demonstrate experience applying management principles, practices, methods, and techniques to solve the problems of the organization; experience integrating management services with the general management of an organization; experience developing and securing the fiscal and business resources and services needed to manage and run an organization. Experience performing systematic general management reviews and audits to reach conclusions and make recommendations.

Education

Education substitution for FV-G: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading toward such a degree or LL.M., if related. There is no education substitution at the FV-H level. Substitution of education or equivalent combinations of education and experience may be qualifying for this position. To qualify based on education, you must upload or fax a copy of your college or university transcript or certificates at time of application. Failure to do so will result in loss of consideration. If selected, official transcripts will be required prior to employment. Schools must be accredited by an accrediting institution recognized by the U.S. Department of Education.
